Harper wis born in Thirsa, Caitnes. He wis eddicatit at St Marylebone Grammar School, Lunnon, an Elgin Academy, Moray. He graduatit frae the Varsity o Aiberdeen in 1962. He haed thrift as an Inglis teacher in Kenya, then a Modren Studies teacher at Boroughmuir High School in Edinburgh.[1]

Harper wis a memmer o the Lothian Children's Panel atween 1985 til 1988 an Lothian Heal Cooncil atween 1993 til 1998.[2]
