On 3 Met 1988, Argentina an Turkey signed a 15-year nuclear cooperation agreement, follaein Turkey's drive for nuclear fuel cycle unthirkdon. Argentina agreed tae study the feasibility o bihgin a 300 MWe PWR designed bi Empresa Nuclear Argentina de Centrales.[5] Other fuel cycle activities were also explored.[6]

In October 1990, Turkis companies Sezai Turkes-Fevzi Akkaya and TEK formed a jynt engineering agreement wi Argentine agencies Comision Nacional de Energia Atomica an Investigaciones Applicadas tae develop twa CAREM-25 nuclear reactors, ane in each kintra, with construction tae begin in 1991 in Argentinae an in 1992 in Turkey.[5] Umwhile Turkis Prime Meenister Turgut Ozal an Argentine Preses Carlos Menem personally negotiatit the deal.
