Efter several unsuccessful decentralization attempts, the legal figur o region became offeecial an regional govrenments wur electit tae manage the depairtments on 20 November 2002 till thair planned fusion intae real regions.
Unner the new arrangement, the umwhile 24 depairtments plus the Callao Province haes acome regional circumscriptions. The province o Lima haes been excludit frae this process an daes no form pairt o ony region. Unlik the earlier depairtments, regions hae an electit govrenment an hae a wide array o responsibilities athin thair jurisdiction. Unner the 2002 Organic Law o Regional Govrenments (Spaingie: Ley Orgánica de Gobiernos Regionales), thare is an ongoin process o transfer o functions frae the central govrenment tae the regions. A 2005 referendum for the merger o several depairtments failed tae get the necessary electoral support.
