Born on October 26, 1952 in Mossoró,[1] Ciarlini is o Italian strynd, an granddochter o Italian Pietro Ciarlini, ane o the first profeesional soccer players in Rio Grande do Norte.[2] Rosalba is a pediatrician wi a degree frae Federal University o Rio Grande do Norte. She wis preses o the branch o Unimed in Mossoró.
She is marriet tae Carlos Augusto Rosado, son o umwhile Govrenor Dix-Sept Rosado an haes fower childer: Lorraine, Charles Edward, Karla an Marlos. Her husband's sister, Ruth Ciarlini, wis a state representative an is nou deputy mayor o Mossoró.

She made her poleetical debut in 1988 when she wis electit mayor o Mossoró, for the first time, unner the Democratic Labor Pairty banner. In 1994, she ran for vice govrenor on the gubernatorial ticket heidit bi Lavoisier Maia Nephew, but wis defeatit bi Garibaldi Alves Filho in the first roond. She wis electit mayor again in 1996 an re-electit in 2000.
Senator eedit
In 2006 she wis electit senator for Rio Grande do Norte efter a haurd race against then-Senator Fernando Bezerra, wi a margin o 0.76% o the votes.[3] She wis chairwoman o the Senate Social Affairs Committee frae 2009 tae 2010.
Govrenor eedit
In state elections in Rio Grande do Norte in 2010, she wis electit govrenor in the first roond wi 52.46% o the votes.[4] Her vice governor is Robinson Faria.
